March 27: Amendment to March 20 Emergency Declaration

ENID, OK (March 27, 2020) – Mayor George Pankonin signed an amended emergency declaration mirroring Governor’s Stitt’s executive order in order to minimize the spread of COVID-19.


The amended emergency declaration defines and provides for the following:

  • City of Enid facility closures
  • Stay at Home order
  • Social distancing requirements
  • Cessation of non-essential business
  • Defines essential businesses
  • Defines essential activities


The amended emergency declaration will begin Saturday, March 28, 2020 at 11:59 pm. The declarations and regulations shall expire at 11:59 pm on April 16, 2020, unless and until it is extended, rescinded, superseded, or amended in writing.


Pankonin said, “We have made it through many devastating events, but nothing quite like this. I know we will make it through this difficult time. Take care of your families; take care of your neighbors; maintain social distancing; and be strong Enid!“

March 20: Enid mayor signs emergency declaration

Mayor George Pankonin today signed an emergency declaration pursuant to Enid Municipal Code 2014, Title 5, Chapter 3, Sections 5-3-1 through 5-3-10 and 63 O.S. 683.111.

The following regulations will go into effect Saturday, March 21, 2020 at 11:59 pm:

  • Social gatherings of more than ten are prohibited.
  • Religious services are limited to gatherings of ten or less.
  • Public restaurants are limited to drive through, take out, or delivery options.
  • Bars, gyms, exercise facilities, miniature golf, bowling alleys, arcades, skating rinks, and movie theatres are closed to the public.

The regulations will expire April 13, 2020, at 11:59 pm unless extended.

Mayor Pankonin said, “After much research, thought and discussion, I have decided to take our Emergency proclamation to the inevitable next step. It would be irresponsible to hold off until someone is critically ill or deceased in our city to make this tough decision.”

OSDH has provided a statewide COVID-19 Call Center: (877) 215-8336. Hours of operation are: 9 am–7 pm weekdays and 9 am-3 pm weekends.

Many are tracking COVID-19 (Coronavirus) developments via news media. The safety and health of our visitors and our residents is our top priority. Travelers to Enid and elsewhere should continue to observe the health recommendations of national and local public health officials.

Visitors to Enid should follow the protective steps outlined by the CDC:

  • Wash hands often, use hand sanitizer with at least 60% alcohol
  • Avoid touching eyes, nose and mouth with unwashed hands
  • Cough into your elbow and sneeze into a tissue
  • Consult with a doctor before traveling when sick
  • Stay up to date on vaccinations
  • Avoid traveling if you are sick
  • Avoid contact with people who are already sick
  • Avoid contact with animals while traveling
  • Be aware of the latest travel advisories from the CDC and the U.S. Department of State
  • Get a flu vaccine
  • Take everyday precautions to stop the spread of germs
  • Take flu antivirals is prescribed

Note: Older adults and people with underlying chronic medical conditions are at higher risk for developing more serious complications from COVID-19
